Boat Motor Repair/Service Help

Hi, All

I recently bought a boat from a friend.
It has a Yamaha 80HP 2 stoke outboarder on it.
The motor is not running at full speed. Another friend did a test for me and the air pressure on the Cylinder is only like 80.
I called Powerboat Service, and they don't do Yamaha Motors.
I tried Auto Marine (the Yahama authorized dealer), they won't repair the Cylinder but only do replacement. The cost for replacing Cylinder is not worth it compared to buying a new Motor.
Friend told me I need a Cylinder Soring. I tried to Google Engine rebuild shops, they either don't do Marine motors, or don't do Outboarders. By the end, I couldn't find anyone.
Then I heard there are people working in their garage may be willing to fix it. Big shops are not interest in this type of service.
Does anyone has information for these garage motor repair guy?
Any information is appreciated.

A friend just had his rotax done at Mots. Quick turnaround and reasonable price. It is an inboard and they did it in hull which was very convenient.

Budget marine in edmonton might rebuild your motor if parts are able to be found.
