Fake PAL instructor....
Heard on the radio today a fellow in Calgary is in trouble for doing Pal tests, while he was not certified. Instructed people and took their money. All kinds of scammers these days...

Since firearm are federal jurisdiction - I'd say this fine fellow could find himself in a lot more trouble than he bargained for .... yikes

Man accused of offering fake firearms training out of his Calgary home
A man allegedly conducting a fraudulent firearms training course out of his northwest Calgary home has been charged, police say.
According to investigators, it’s believed that between January and June, several people signed up for a Restricted Possession and Acquisition License (RPAL) course with a man who was pretending to be a certified instructor and ex-military veteran. He gave them safety booklets and firearms handling instruction, then finished the certification with a Canadian firearms safety exam, a news release from Calgary police says.
Those who took the fake course paid the man and gave him personal information and photographs, which he told them was part of the application process. They were never certified, however, because the man not only doesn’t have a firearms license himself, but is not a certified instructor, Calgary police say.
“This type of fraudulent firearms training poses a risk to the public and we are thankful through our investigations we were able to stop this individual from deceiving more victims,” Acting Sgt. Steve Lynch of CPS’ firearms team said in the release.
“We encourage anyone who may have been a victim of this type of falsified training to come forward to police.”
Calgary police conducted a search warrant in the man’s northwest Calgary home on Aug. 31, after what they describe as a lengthy investigation. In the man’s home, they seized ammunition, documentation associated with several RPAL applications, photographs and personal information of the victims.
Officers charged Bradley Keith Bell, 36, with four counts of failure to comply with a release order and one count of fraud under $5,000.
Bell is scheduled to appear in court on Wednesday.
I wonder what hoops AHEIA is going to make it’s instructors jump through now? Posting accreditation at the place of instruction?
This also makes a guy wonder how many cases of this happen, and why peoples applications take 2 or more years to process!
For those not in the know AHEIA governs all firearms safety course instructors in Alberta, they also have a list of instructors on their website

I wonder if any of the victims received their RPAL ? How in depth do they check look at the attached copy and rubber stamp?
I managed to skip the whole training process, I answered 5 questions at the RCMP station and passed back in 93 or so.

I doubt anyone got anything other than empty pockets and stolen personal information.
Someone probably went online to check their application status and found nothing, and that likely began the investigation.
This jack wad should be charged under the firearms act or the CCoC and get a lifetime firearms prohibition.
106 (1) Every person commits an offence who, for the purpose of procuring a licence, registration certificate or authorization for that person or any other person, knowingly makes a statement orally or in writing that is false or misleading or knowingly fails to disclose any information that is relevant to the application for the licence, registration certificate or authorization.

109 Every person who commits an offence under section 106, 107 or 108, who contravenes subsection 29(1) or who contravenes a regulation made under paragraph 117(d), (e), (f), (g), (i), (j), (k.2), (l), (m) or (n) the contravention of which has been made an offence under paragraph 117(o)

I was a firearms instructor at one point. (I let my licence laps long ago). I can’t understand how this guy got hold of all the materials ,tests and application forms without being a member of AHEIA on top of not even being a licensed firearms owner himself.

He only had the application forms, which are on line. The rest of the materials he made up. His courses was basily a safety talk and coffee, and of course give me your money.
