They already tried it in BC. As soon as they released the caribou out of the enclosure they were taken down by predators.

The Bio,s think that habitat restoration will save the caribou. Better habitat may increase caribou numbers, but the wolves will have more caribou for lunch. You cannot have excessive high wolf numbers way above the norm and have stable caribou population.
