Default DIY storm drain clearing?

I'm curious if any of you might have a feasible suggestion to clear out what I believe to be a frozen storm drain. Our city is as bass akwards as can be in their operations and our street is a disaster. Came by about 3 weeks ago and cleared away from the storm drain. Passed through with the grader a few days later early in the AM before it thawed so they got nowhere near the curb, just filled the storm drain back in. Had one accident down the block where a driver had frozen ruts pull him into a parked car. We've been hovering in the -5 to -10 range or colder for the last while, enough to melt on sunny days and then freeze again at night. Now it is getting in the 0 to +5 range in the day and starting to melt quick but the water has nowhere to go. People are starting to get stuck getting out of their driveways, there's a 10" deep puddle at the end of the block and water is also backing up onto the sidewalk in some areas and making walking in the morning dangerous when it is frozen. I spent an hour hacking ice away from the storm drain with an axe yesterday but now it is just a pool of water not going anywhere. i jammed a 6' lenth of 1/2"x2" steel down the hole and didn't really feel any obstructions so it must be blocker further in. Any thoughts on what to try? Compressed air? Garden hose with warm water? Length of hose hooked up to vehicle exhaust? Sewer snake? Any thoughts would be great.

Phone the city. At the end of the daythey got the right stuff, maybe have a few neighbours call too. So its not just you complainig. They are busy too but maybe youll get bumped up a day or two.
Otherwise Hot water to a automotive pressure washer with a jet is proly fastest with the least amount of trouble! Attach garden hose to the hose outlet on bottom of hw tank. It probly needs a blowdown as well.

They've been contacted multiple times over the last few weeks as has city council. Finally came in this morning with a front end loader and cleared snow away from the northwest storm drain on the street....the only one of the four on the block that was already exposed. Only about 100' of the street runs that direction, the rest is downhill to the east. The northeast drain is the one that really needs to be steamed and cleared. Needless to say they're a pretty hopeless bunch.

Call the city probably have to use a steamer to unblock the spot
