Not to say it can't be done but I have never had any luck calling coyotes across a road. Guess a road allowance might be ok but if any amounts of traffic they wil hold up and be very cautious.
I drive my fields all the time and after a fresh snow like this morning it is clear to see the coyotes follow the land contours so if they can use a hlll, cover or a ditch or llow spot to stay out of sight they will. any low spot in a flat field wil be travel ways, they don't like to stand out by skylining themselves and usually chose the low ground.
this morning was really goood to see the paths they chose after a fresh snow so I know they were made last night and early this morning.
