Default another selling wolf question

I didn't want to add this to the other wolf selling thread.

What's easier to sell

1) a tanned wolf (ready for taxi with claws left on and skinned for any mount)

2) a wolf that has already been rugged

3) a life size wolf mount. (I don't think many would want this, but I have no experience with how easy a life size would sell and how much you'd get for it)

A tanned fur offers with the option for the buyer to rug it or mount it which makes the product attractive to a the larger group of potential buyers.
The regulations of selling a raw fur to only a fur buyer is ridiculous.
The final outcome of any raw fur purchased is a tanned fur so what is this law preventing?
If you want to sell a raw fur legally to a non-fur buyer, the transaction could be made at the taxidermist who purchases the raw fur from you and and then charges the buyer for tanning.

I agree just tanning it SHOULD appeal to more people because you can do whatever with it. However, I'm wondering if there's a pop of people who would pass on a tanned hide, but buy a rug or a mount.

Just belly skin them for full mounts and have them wet tanned. Then the buyer can do whatever he wants with them. Lots of guys want full mounts as well as rugs. This way they can do either.
