If you want to sell a raw fur legally to a non-fur buyer, the transaction could be made at the taxidermist who purchases the raw fur from you and and then charges the buyer for tanning.

I agree just tanning it SHOULD appeal to more people because you can do whatever with it. However, I'm wondering if there's a pop of people who would pass on a tanned hide, but buy a rug or a mount.
