They have done it every Oct for the past 5 years or so. Really handy for shipping stuff you sell in the classifieds on here or CGN. Makes shipping long guns not quite so painful.

I just sent a happy customer a very nice rifle for free this morning. What a great deal CP is offering small business customers. We have one more chance on the 29th.

The free shipping is great, but you have to do it right or otherwise you pay.
Don't ask me how I know!
Now I have 2 things I can ship today, as I "saved" my free shipment.
It is even possible to use it to get something sent to you for free.
The key is that you have to have a Canada Post account, but that is free and signup is quick and easy.
Another useful tip to reduce shipping costs is to mail things as a "letter"
As long as there are no dangerous goods, it is maximum 20 mm thick and no more than 500 grams, the postage is just under $6, but there is no tracking.
I have shipped a lot of bullets (just the bullets and not loaded rounds) and unprimed brass. Lay them on paper and tape them down with wide packing tape. On arrival, make sure the tape is down and lift them off the tape. I think it is critical to tape them to the paper to keep them in place and not clumping together. The post office clerk will typically pass the envelope through a piece of plexiglass that has a slot 20 mm thick and ensure they are not too thick. They also weigh them.

Shipped a package yesterday, saved $48 bucks. Got to like the occasional freebee after getting pillaged the rest of the year. Still Canada Post and USPS are a lot better than UPS, (instead of United Parcel Service, should stand for Unregualted Pack of Skeezers), or Fedex.

I refer to UPS as United People Screwers.
