Draw limits in other licenses
Unexpected situation, where getting drawn limits other licenses. Note the issue is getting drawn, not purchasing the drawn license.
Was drawn for antlerless elk in WMU510. Decided to go for antlered elk, which is a general license for 3 pt or larger. But, because I’ve been drawn for antlerless elk the RELM system will not display anything but the drawn license.
The regulation states that a resident may only obtain one elk license from the first six listed, which includes the general and five special licenses. The language used is ‘obtain’ only one license, which I’d read as purchase. A draw allows purchase, but being drawn does not permit anything other than purchasing a license.
But the system is set to force obtaining the draw license, there’s no choice left.
I don’t see anywhere in the reg or draw rules this is clearly stated. Wondering if it’s a software limitation.
Doesn’t work at a commercial provider either, they have the same access as the app provides.
(My concern is a successful draw creates a right to obtain a license to hunt, it doesn’t grant the license outright. You still need to purchase the license and assign a tag number. The regulation says you may only ‘obtain’ one elk license, but the draw is not ‘obtaining’ a license. This seems supported by the Wildlife Act definition of license:
(p) “licence” means a valid and subsisting licence issued under section 13(1) authorizing hunting, and includes a tag or other component part of a licence;
A license authorizes hunting. A successful draw only allows the purchase of a license. So it still should be open to hunter choice if a general license is taken over the draw.)

Dunno, sounds like it's working as designed, no?
You may have some recourse if you contact F&W and tell them that you want to forfeit your draw, but that would really suck for the person that didn't get the draw this year because you were successful...

Only one elk licence can be designated to you.
If you were drawn it is considered obtained.

Not what the legislation says.
Obtaining a license is authority to hunt. A draw is only permission to purchase a license.
And for sure someone else lost out on the draw, but I’ve given up my priority as well. Not sure that’s a factor. I’ve never thought it’s my role to hold to account those who win at draws where I lose, just how the system works.

The system is working as designed, you made a decision to draw the tag, and drawing kept someone else from drawing, so you have to settle for the tag that you drew.

Of course it's a factor.
The time to decide that you didn't want to hunt a cow elk was before you put in for the draw.
Naturally, it's up to you if you want to throw away your priority points, but you took someone else's opportunity in the process.
Like Jamie says, go hunt your cow. Enjoy the hunt, enjoy the meat. You can look forward to hunting General Antlered Elk next year!

When you applied for the draw, you accepted that if drawn you would be entitled to that allocation, and that it could not be withdrawn or cancelled, and that it may restrict other license purchases.
This is even noted in the Hunting Draw Booklet section on "Common mistakes", being given its own highlighted box starting with the large print bolded IMPORTANT!

As noted by Buffalo, this gets a number of people. But it’s been clearly set out in the draw booklet (as I imagine the government gets a number of calls on this issues every year).

The easy solution is to charge the person that draws the tag immediately, and not allow the person to purchase any licenses or submit any more draws, until the tags they draw are paid for. Then people will only apply for draws that they really want.

That has been brought up a lot on this forum in the past.
One of the big benefits is that it would help curtail the amount of anti-hunters who have been entering draws to "save a sheep/deer/elk/moose".

I read this line:
"If you are drawn for a Special Licence, the authorization to purchase that licence cannot be cancelled"
and assumed it worked exactly as it does.
