The people who should hand in their license are the ones terrified to drive, yet they put on the flashers and drive anyway expecting the flashing lights will stop them from being a road hazard.

Maximum speeds
For all you idiots out here that think 100 or 110 km/hr is the optimum speed for all conditions, give your head shake. These speed limits were deemed safe for optimum conditions. Slow down, use you 4 ways if necessary, Save a life.(Instead of trying to beat the paramedics to the accident). Poor road conditions, visibility,weather and traffic are reasons to slow down. Don't be a stupid speeder just because you have a big 3/4 ton with 4 wheel drive and lots of weight in the back. And look for 4 way flashers, because some else feels there is a hazard, slow down when passing them.

It is definitely illegal to tailgate other vehicles. And tailgating, and pushing people to drive faster than they are comfortable with, is the major reason for driving with flashers.

The problem isnt when people are going 100 or 110
The problem is when someone is doing 50 and the next guy is doing 100
Usually the 4 way flasher guy is also the guy whos parked in the fast lane doing 110 on highway 2 in ideal driving conditions
If your driving skills or your vehicle do not allow you to travel at a normal rate of speed just stay home or take a cab

The speed limit in a snow storm is not a normal rate of travel, well maybe for the all stars. I drive to road conditions, if I upset an all star to freaking bad.

The problem is people that are in a hurry and don't take what other people are doing into consideration. Your time is no more valuable than mine. I'm sure in your mind it is, but it's not. If people drove defensively there would be a lot less problems. The person driving slower is not the problem, it is the idiot that rides his ass and is bound and determined to get around him. Hazard lights let everyone know the driver feels unsafe. Most times it is the person in a hurry that does something unsafe that causes the accident. Every person has a different value as to what they think is safe. Being young and in a hurry is no excuse, pushing people that feel unsafe is probably the worst thing you can do.
