After reading this thread, the CBC doesn't seem to have monopoly on misleading some folks, with bafflegab.
I know some people who bought grazing leases about 35 years ago. They were grass leases in the Wardlow and Aden areas. They each bought a few quarters and then it got shut down due to too many complaints. They had purchased quarters they were leasing for below market value, and it left many unhappy neighbors that had no chance on the quarters and thought it should of went to public auction.

But these were leases they already were grazing, correct?

I realize some leases do come on the market for sale.BUT when someone buys them, they get title same as a sale of private property.

What ranchers are selling is graze or cultivated leases they do not own. The province owns them. If the rancher owned the leases why would he pay rent to the province?

I sat on the east slope grazing review committee back in the late 1980's.

Although we heard numerous complaints, only two leaseholders lost their leases, and that was after they had been given multiple opportunities to correct their practices.

Just having a neighbor complain is not enough.
