With regards to the Partner License, (looking it up)
IF you are 65yrs old you can obtain a Partner License attached to "Any Special Draw" that a Resident Hunter has drawn.
Likely the OP is younger than myself so it probably doesn't help.
As Per Page 17 of the regulations.
3. Resident hunters successful in drawing a Special Licence in any of
the other Draws may designate one eligible resident youth (12 to 17
years of age)
or senior (65 years of age and over) to be a partner on
their Special Licence.
