Well said, WB.

Boggles my mind when an enforcement officer claims that a person is hunting when guns are encased. For example, how are we to travel through National Parks, then?

(And yes, I remember the days when we had to seal our weapons when entering the park.)

SMH.

Need some common sense.

Funny thing.... I was just at a gun range in a National Park!

With regards to the Partner License, (looking it up) IF you are 65yrs old you can obtain a Partner License attached to "Any Special Draw" that a Resident Hunter has drawn.

Likely the OP is younger than myself so it probably doesn't help.

As Per Page 17 of the regulations.

3. Resident hunters successful in drawing a Special Licence in any of
the other Draws may designate one eligible resident youth (12 to 17
years of age) or senior (65 years of age and over) to be a partner on
their Special Licence.

Would work for me . . .
