Default Hand pump issue

I bought a new brass hand pump for changing the oil in al my small motors.

Thing will not pump anything and I cannot figure out what the issue is. Seems like it wants to pump. I tried it with a pail of water and all it did was make some bubbles.

Any ideas?

If you're getting bubbles it's either spinning backwards, or you’ve got it hooked up backwards.
