Waterfowl guide requirement

I heard a rumor that non resident aliens will require a guide for the 2024 waterfowl season. Has anyone heard this?

I'm down for that for every nonresident in every state/province! The entitlement amongst non-resident hunters the past few seasons has been through the roof!!!
