Quebec Public Lands Question

This is a question for Quebec hunters/shooters. I've been researching where it's possible to target shoot on Quebec public land north of Wakefield, QC (west Quebec). Been consulting the MERN database and pulling up the PDFs for selected areas of public land.

I'm looking for assistance at interpreting the data. A screen shot of details for a selected area can be seen here: https://imgur.com/VVwe2lL

Should I be looking for spots that have zero mineral rights claims, etc? Any general areas anyone can recommend considering considering?

Why are you looking for quebec info on the Alberta outdoorsmen forum?
It should be pretty obvious that this forum is more geared towards questions about power engineering.
