Question Trying to get a better grasp on Group vs Individual Applications

Main questions I'm looking to get answers for:
1. Is there anything in either scenario that is legitimately, logically, or procedurally incorrect (except maybe some poor math addition skills)?
2. Can you mix-and-match group and individual applications (year-over-year) or do you have to stay committed to one type for its duration until you are drawn under that code? I would think you would have freedom each year to chose application type.
2. Can you mix-and-match group application members (year-over-year) or do you have to stay committed to a fixed list of group members for its duration until you are drawn under that code? I would think you would have freedom each year to chose who to include/exclude in any given year (max 4 limit).
3. Can the person applying for the group in year 2020 be different than the person in the group applying in year 2022 (i.e. Leerroy one year, Bob for next 2 years, Mike another year, Bob again for a year)? I would think you would have the freedom to choose the applicant (the guy paying) for the group.

General comments:

1. I am not looking here for comments (although you can post as you wish) on how cheaply this is or it's only a few bucks difference, but I am more interested in the legitimacy of these scenarios. Has anyone ever done this?
2. Just an FYI: Over a 4 year period with a group of 4 applying for 5 draws, that could translate into 11.49 x 4 x 5 = 229.80 (via individual application) vs 3.83 x 4 x 5 = 76.60 (via group application). Savings of 153.20 / 4 guys = 38.30 each (almost cover a license cost)
3. No need to explain the draw priority value on a group application = lowest priority within the group (I fully understand that component).

You can change the number of applicants, change members and change the wmus that you apply in from year to year with no issues at all.
