Some guys don't want their dogs touched. If you don't know the history on the dog and you just reach down and go to pet him, maybe that dog would take that as a threat and bite and there's a problem, best to ask before you pet someone's dog.

I did specify to pet the dog IF it appeared friendly.

farm animals have a job. that job may be security.
they need not be intelligent or friendly, just smart enough to do that job. if they get run over or crushed by cows it will be replaced the next day.
they may only see a couple of people a week other than the handler.
just walk by and ignore them, wait in the vehicle, or look for a person in the area to approach.
