Smile Do the draws relate to big game populations?

I was hoping that someone might be able to explain a bit about the draw system and if it relates to the populations of the different game. So for example when there is a general tag available in a certain WMU is that because the population is so large that it doesn't really matter how many are harvested?

To me it seems that most WMU's have a general tag for whitetails but are almost always a draw for general season on Mulies. All I ever see are Mulies though, LOL. Maybe the WT's are better at hiding or something. I am trying to find a good place to hunt some WT's on a general tag but not really having any luck yet. So if anyone wants to share some WMU's that are decent for a General WT tag I would appreciate that too!
