Well, you know what they say in Missouri " show me"
I doubt very much that it is illegal as more than a few reputable outfits sell it and also advertise it on several large websites here in Canada.

Don't get your hopes up. Pretty much all the ranges I know of down here do not allow you to have Tannerite and the Forest Service does not allow you to shoot it on their land so unless you know someone with a lot of land, your pretty SOL too.

Our club just joint the list of clubs that do not allow these types of targets to be present on our range.

Abbotsford Fish and Game Binary Targets
After some further testing with the new Binary Explosive Targets that are now
available in Canada under brand names like Tannerite and Shockwave, the Board of
Directors of provisionally approved the use of these targets with certain
restrictions.


Guidelines must be followed in accordance with the manufacturers
instructions
Maximum allowable single charge must be no more than 1/2 pound
Multiple targets must be placed at least 36″ apart to not cause a chain
reaction
Targets can only be placed on the ground or berm where the possibility for
damage is minimized
Placing on trap mounds is strictly prohibited
Targets will be allowed on Range 2 and 3 only
Targets may only be detonated between the hours of 10:00 am and 6:00 pm when
ranges are open
In no way should any charge be bound, restricted or contained to amplify or
direct the blast, nor should any objects be attached to the containers
Targets must be used in original manufacturers container and any shrapnel
must be cleaned off the range after use.


Failure to comply with these rules will result in the BOD having to re-assess
the use of these targets for everyone, and that would be no fun!

I found out this past weekend when my BIL brought some out to the pasture, it's a good way to visit with the neighbors when they start to show up asking what's going on? It's the second split-second concussion, "boom-BOOOM" that got them out to look with one of them saying it sounded like shooting at 1 lb propane bottles.
He just bought it from one of the firearms shops in Edm with only FAC required, but I'll say that after seeing the flash on the ground there's no way it should be used in dry areas. Ironic how the gov't is tightening the rules for fireworks, and now this stuff shows up.

According to Tannerite, it won't start a fire. From their FAQ:

The original Tannerite®brand binary exploding target was specifically designed from conception to be non-incendiary. This means the product was created using materials of the highest quality and properly formulated to ensure that it will not cause a fire.

When a bullet hits Tannerite® with a high velocity (2000 ft./sec. minimum), it causes a chemical reaction which results in a large water vapor cloud along with a loud report which is used as a shot indicator.
