BC residents definitely have to pay extra fees for classified waters though, that much I know, even if it is less or can be paid for annually. Someone correct me if I am wrong on that...
Yes sorry you are correct. THey pay a fee for the year but they are not subject to the buy the day you hope to go and the river is not blown out 6 months from now.
